Voices’ Goal is to Increase the Percentage of Georgia Fourth Graders Scoring at or above Basic Achievement on the NAEP Reading Assessment to 72% by 2015. By fourth grade, proficiency in reading is considered the gateway to higher learning: a reliable indicator of student’s educational foundation and capacity for future achievement. The capacity to read must be cultivated from birth through early developmental stages to elementary school.
